The Story
It was introduced on January 8, 1992 and referred to the Senate Insurance committee. The committee held a public hearing on January 15, 1992. The committee recommended that the Senate pass it. On February 4, 1992 the Senate voted to pass it with changes on a voice vote. It crossed to the House on February 13, 1992 and was referred to the House Commerce, Small Business and Consumer Affairs committee. The committee held a public hearing on March 3, 1992. The committee held work sessions on March 18, 1992 and April 2, 1992. The majority of the committee recommended that the House pass it with changes by a vote of 14–4, and the report was placed on the consent calendar. On April 16, 1992 the House voted to pass it with changes. On April 21, 1992 the Senate voted to agree to the other chamber's changes on a voice vote. An enrolled bill amendment () was adopted on a voice vote on May 7, 1992. These correct technical errors found after passage. The bill was enrolled on May 11, 1992 — the final check of the text before it goes to the governor. The governor signed it on May 13, 1992, making it Chapter 246 of the session laws. It took effect on January 1, 1993.
