The Story
It was introduced on January 8, 1992 and referred to the Senate Insurance committee. The committee held a public hearing on January 15, 1992. The committee recommended that the Senate study it after the session ends. On February 13, 1992 the Senate adopted “Recommit” on a voice vote. The committee recommended that the Senate pass it with changes. On February 20, 1992 the Senate voted to pass it with changes on a voice vote. It crossed to the House on February 20, 1992 and was referred to the House Commerce, Small Business and Consumer Affairs committee. The committee held public hearings on March 3, 1992, March 19, 1992 and March 25, 1992. The committee held a work session on April 2, 1992. The majority recommended that the House pass it with changes, and the minority recommended that the House pass it, by a vote of 13–5. On April 16, 1992 the House voted to pass it on a voice vote. On April 21, 1992 the House adopted “Reconsider” on a voice vote, on a motion by Rep. Gross & Chambers. On April 21, 1992 the House voted to pass it with changes on a voice vote. On April 22, 1992 the Senate voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 7, 1992 — the final check of the text before it goes to the governor. The governor signed it on May 12, 1992, making it Chapter 211 of the session laws. It took effect on January 1, 1993.
