It was introduced on January 8, 1992 and referred to the Senate Executive Departments committee. The committee held a public hearing on January 21, 1992. The committee recommended that the Senate pass it with changes. On February 19, 1992 the Senate voted to pass it with changes on a voice vote. It crossed to the House on February 20, 1992 and was referred to the House Judiciary committee. The committee held a public hearing on March 19, 1992. The majority of the committee recommended that the House pass it with changes by a vote of 13–1, and the report was placed on the consent calendar.
