The Story
It was introduced on January 8, 1992 and referred to the Senate Judiciary committee. The committee held a public hearing on January 15, 1992. The committee recommended that the Senate kill it. On February 6, 1992 the Senate voted to lay it on the table on a voice vote. On February 20, 1992 the Senate voted to pass it with changes on a voice vote. It crossed to the House on February 20, 1992 and was referred to the House Judiciary committee. The committee held a public hearing on March 18, 1992. The majority of the committee recommended that the House pass it unanimously, 12–0, and the report was placed on the consent calendar. On April 7, 1992 the House voted to pass it. The bill was enrolled on April 16, 1992 — the final check of the text before it goes to the governor. The governor signed it on April 20, 1992, making it Chapter 85 of the session laws. It took effect on January 1, 1993.
