The Story

It was introduced on January 8, 1992 and referred to the Senate Judiciary committee. The committee held a public hearing on January 21, 1992. The committee recommended that the Senate make no recommendation. On March 5, 1992 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 5, 1992 and was referred to the House Judiciary committee. The committee held a public hearing on April 2, 1992. The majority of the committee recommended that the House pass it with changes unanimously, 14–0. On April 22, 1992 the House voted to pass it with changes on a voice vote. On April 23, 1992 the Senate voted to reject the other chamber's changes on a voice vote. On April 23, 1992 the House adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on April 28, 1992 to try to settle the differences between the two chambers' versions of the bill. On May 6, 1992 the House adopted “Conference Committee Report” on a voice vote. On May 6, 1992 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on May 7, 1992 — the final check of the text before it goes to the governor. The governor signed it on May 14, 1992, making it Chapter 255 of the session laws. It took effect on January 1, 1993.
