The Story

On March 5, 1992 the Senate voted to pass it on a voice vote. It crossed to the House on March 5, 1992 and was referred to the House Public Protection and Veterans Affairs committee. The committee held a public hearing on March 18, 1992. The majority of the committee recommended that the House pass it with changes unanimously, 10–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on March 26, 1992. On March 26, 1992 the House voted to lay it on the table on a division vote 178–145. On April 2, 1992 the House voted to pass it with changes on a roll call 206–132, then referred it on to the House Appropriations committee. The committee held a public hearing on April 8, 1992. The majority of the committee recommended that the House pass it with changes by a vote of 19–1. On April 21, 1992 the House voted to pass it with changes on a division vote 232–80. On April 22, 1992 the Senate voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 6, 1992 — the final check of the text before it goes to the governor. The governor signed it on May 12, 1992, making it Chapter 204 of the session laws. It took effect on May 12, 1992.
