The Story
It was introduced on January 3, 1991 and referred to the Senate Ways and Means committee. The committee held a public hearing on February 21, 1991. The committee recommended that the Senate pass it with changes. On March 19, 1991 the Senate voted to lay it on the table on a voice vote. On March 21, 1991 the Senate voted to lay it on the table on a voice vote. On April 18, 1991 the Senate voted to pass it with changes on a voice vote. It crossed to the House on April 23, 1991 and was referred to the House Ways and Means committee. The committee held a public hearing on May 1, 1991. The majority of the committee recommended that the House kill it by a vote of 13–5. On May 28, 1991 the House voted to send it back to committee on a voice vote, on a motion by Rep. John Sytek. The committee met in executive session on November 4, 1991 to vote on its recommendation. The majority of the committee recommended that the House kill it unanimously, 16–0. On January 23, 1992 the House adopted “Special Order to 01/30/1992” on a voice vote. On January 30, 1992 the House voted to kill it on a voice vote.
