The Story

It was introduced on January 3, 1991 and referred to the Senate Executive Departments committee. The committee held a public hearing on March 5, 1991. The committee recommended that the Senate pass it with changes. On March 26, 1991 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 26, 1991 and was referred to the House State Institutions and Housing committee. The committee held a public hearing on April 16, 1991. The majority recommended that the House send it back to committee, and the minority recommended that the House kill it, by a vote of 10–1. On May 9, 1991 the bill was referred to the State Institutions and Housing committee. The committee held work sessions on September 5, 1991, September 11, 1991, September 19, 1991 and October 3, 1991. The committee met in executive session on October 9, 1991 and October 29, 1991. The committee voted unanimously, 16–0, to recommend that the House kill it, and the report was placed on the consent calendar. On January 8, 1992 the House voted to kill it.
