The Story

It was introduced on January 3, 1991 and referred to the Senate Wildlife and Recreation committee. The committee held a public hearing on February 14, 1991. The committee recommended that the Senate kill it. On March 19, 1991 the Senate voted to lay it on the table on a voice vote. On March 28, 1991 the Senate voted to pass it with changes on a voice vote. It crossed to the House on April 2, 1991 and was referred to the House Transportation committee. The committee held a public hearing on April 17, 1991. The committee held a work session on April 24, 1991. The majority of the committee recommended that the House send it back to committee by a vote of 16–1. On May 14, 1991 the bill was referred to the Transportation committee. The committee held work sessions on September 10, 1991 and October 8, 1991. The committee met in executive session on October 17, 1991 and October 22, 1991. The committee held a public hearing on October 24, 1991. The committee met in executive session on October 29, 1991 to vote on its recommendation. The majority of the committee recommended that the House pass it with changes unanimously, 10–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on January 8, 1992. On January 8, 1992 the House adopted “Special Order to 01/14/1992” on a voice vote. On January 14, 1992 the House voted to pass it with changes on a voice vote. On February 11, 1992 the Senate voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on February 20, 1992 — the final check of the text before it goes to the governor. The governor signed it on February 27, 1992, making it Chapter 7 of the session laws. It took effect on February 27, 1992.
