The Story
It was introduced on January 3, 1991 and referred to the Senate Executive Departments committee. The committee held a public hearing on January 15, 1991. The committee recommended that the Senate pass it with changes. On March 7, 1991 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 26, 1991 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 17, 1991. The majority of the committee recommended that the House send it back to committee unanimously, 12–0, and the report was placed on the consent calendar. On May 14, 1991 the bill was referred to the Executive Departments and Administration committee. The committee held a work session on October 2, 1991. The committee met in executive session on October 24, 1991 to vote on its recommendation. The majority of the committee recommended that the House pass it with changes unanimously, 14–0, and the report was placed on the consent calendar. On January 8, 1992 the House voted to pass it with changes. On February 4, 1992 the Senate voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on February 11, 1992 — the final check of the text before it goes to the governor. The governor signed it on February 18, 1992, making it Chapter 2 of the session laws. It took effect on July 1, 1992.
