The Story

It was introduced on March 26, 1992 and referred to the House State-Federal Relations committee. The committee held a public hearing on April 2, 1992. The majority of the committee recommended that the House pass it by a vote of 9–4. On April 21, 1992 the House voted to lay it on the table on a voice vote. On May 27, 1992 the House voted to kill it on a voice vote.
