The Story
It was introduced on February 5, 1991 and referred to the House Municipal and County Government committee. The committee held a public hearing on February 25, 1991. The majority of the committee recommended that the House send it back to committee by a vote of 10–6. On March 20, 1991 the bill was referred to the Municipal and County Government committee. The committee held public hearings on April 10, 1991 and May 6, 1991. The committee met in executive session on October 10, 1991 and October 17, 1991. The committee held a public hearing on November 19, 1991. The majority of the committee recommended that the House study it after the session ends unanimously, 17–0, and the report was placed on the consent calendar. On January 8, 1992 the House voted to study it after the session ends. The committee met in executive session on October 21, 1992 to vote on its recommendation. The committee reported back on its interim study of the bill: “Inexpedient to Legislate”, by a vote of 13 to 1.
