The Story
It was introduced on February 5, 1991 and referred to the House Municipal and County Government committee. The committee held a public hearing on February 27, 1991. The majority of the committee recommended that the House send it back to committee by a vote of 13–1, and the report was placed on the consent calendar. On March 19, 1991 the bill was referred to the Municipal and County Government committee. The committee held a public hearing on April 18, 1991. The committee voted 17–1 to recommend that the House kill it, and the report was placed on the consent calendar. On January 8, 1992 the House voted to kill it.
