The Story

It was introduced on February 5, 1991 and referred to the House Judiciary committee. The committee held a public hearing on March 6, 1991. The majority of the committee recommended that the House send it back to committee unanimously, 14–0, and the report was placed on the consent calendar. On March 19, 1991 the House adopted “Suspend Rules to consider on 03/19/1991”, on a motion by Rep. Gross & Chambers. On March 19, 1991 the bill was referred to the Judiciary committee. The committee held a work session on June 5, 1991. The committee met in executive session on October 15, 1991 to vote on its recommendation. The committee voted 10–1 to recommend that the House pass it with changes, and the report was placed on the consent calendar. On January 8, 1992 the House voted to pass it with changes. It crossed to the Senate on February 4, 1992 and was referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on March 4, 1992. The committee recommended that the Senate pass it. On March 31, 1992 the Senate voted to pass it on a voice vote. The bill was enrolled on April 2, 1992 — the final check of the text before it goes to the governor. The governor signed it on April 9, 1992, making it Chapter 30 of the session laws.
