The Story

It was introduced on February 5, 1991 and referred to the House Public Works committee. The committee held a public hearing on February 20, 1991. The majority of the committee recommended that the House send it back to committee unanimously, 15–0. On March 7, 1991 the bill was referred to the Public Works committee. The committee held a work session on October 8, 1991. The committee met in executive session on October 23, 1991 to vote on its recommendation. The committee voted unanimously, 14–0, to recommend that the House pass it with changes. On January 8, 1992 the House voted to pass it with changes on a voice vote, then referred it on to the House Appropriations committee. The committee held a public hearing on January 21, 1992. The majority of the committee recommended that the House pass it with changes unanimously, 18–0, and the report was placed on the consent calendar. On January 30, 1992 the House voted to pass it with changes. It crossed to the Senate on February 4, 1992 and was referred to the Senate Capital Budget committee. The committee held public hearings on February 13, 1992 and March 4, 1992. The committee recommended that the Senate pass it. On April 21, 1992 the Senate voted to pass it on a voice vote. The bill was enrolled on May 6, 1992 — the final check of the text before it goes to the governor. The governor signed it on May 12, 1992, making it Chapter 180 of the session laws. It took effect on July 1, 1992.
