HB 379-FN (1992)

relative to advertising devices within highway rights-of-way.

  • Status: Vetoed, override failed
  • Term: 1991-1992
  • House committee: Public Works
  • Senate committee: Transportation
  • Subject: Transportation and Highways

The Story

It was introduced on January 3, 1991 and referred to the House Public Works committee. The committee held a public hearing on February 13, 1991. The majority of the committee recommended that the House send it back to committee unanimously, 15–0, and the report was placed on the consent calendar. On March 6, 1991 the bill was referred to the Public Works committee. The committee held a public hearing on October 2, 1991. The committee met in executive session on October 23, 1991 to vote on its recommendation. The committee voted unanimously, 14–0, to recommend that the House pass it, and the report was placed on the consent calendar. On January 8, 1992 the House voted to pass it. It crossed to the Senate on February 4, 1992 and was referred to the Senate Transportation committee. The committee held a public hearing on February 19, 1992. The committee recommended that the Senate pass it. On February 20, 1992 the Senate voted to pass it on a voice vote. The bill was enrolled on March 5, 1992 — the final check of the text before it goes to the governor. The governor vetoed it on March 10, 1992. The legislature can override a veto with a two-thirds vote in both chambers. On April 2, 1992 the House voted 149–189 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
