The Story
The committee held a public hearing on January 7, 1992. It was introduced on January 8, 1992 and referred to the House Commerce, Small Business and Consumer Affairs committee. The committee held a work session on January 22, 1992. The majority of the committee recommended that the House pass it with changes unanimously, 14–0, and the report was placed on the consent calendar. On January 30, 1992 the House voted to pass it with changes. It crossed to the Senate on February 4, 1992 and was referred to the Senate Public Affairs committee. The committee recommended that the Senate pass it with changes. On April 16, 1992 the Senate voted to pass it with changes on a voice vote. On April 22, 1992 the House voted to reject the other chamber's changes on a voice vote. On April 22, 1992 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on April 29, 1992 to try to settle the differences between the two chambers' versions of the bill. On May 6, 1992 the Senate adopted “Conference Committee Report” on a voice vote. On May 7, 1992 the House adopted “Conference Committee Report” on a voice vote. The bill was enrolled on May 11, 1992 — the final check of the text before it goes to the governor. The governor signed it on May 13, 1992, making it Chapter 236 of the session laws. It took effect on January 1, 1993.
