The Story
It was introduced on January 8, 1992 and referred to the House Resources, Recreation and Development committee. The committee held a public hearing on January 15, 1992. The committee held a work session on January 24, 1992. The majority of the committee recommended that the House pass it with changes by a vote of 15–1. On February 12, 1992 the House adopted “Special Order to 02/13/1992”. On February 13, 1992 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 20, 1992 and was referred to the Senate Environment committee. The committee held a public hearing on April 1, 1992. The committee recommended that the Senate pass it with changes. On April 22, 1992 the Senate rejected a motion to lay it on the table on a division vote 11–12, on a motion by Sen. Heath. On April 22, 1992 the Senate voted to pass it with changes on a voice vote. On April 23, 1992 the House voted to reject the other chamber's changes on a voice vote. On April 23, 1992 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on April 28, 1992 and April 29, 1992 to try to settle the differences between the two chambers' versions of the bill. On May 6, 1992 the Senate adopted “Conference Committee Report” on a voice vote. On May 7, 1992 the House adopted “Conference Committee Report” on a roll call 241–74. The bill was enrolled on May 11, 1992 — the final check of the text before it goes to the governor. The governor signed it on May 13, 1992, making it Chapter 235 of the session laws. It took effect on January 1, 1993.
