The Story

The committee held a public hearing on January 7, 1992. It was introduced on January 8, 1992 and referred to the House Education committee. The majority of the committee recommended that the House pass it with changes unanimously, 16–0, and the report was placed on the consent calendar. On March 3, 1992 the House voted to pass it with changes. It crossed to the Senate on March 4, 1992 and was referred to the Senate Education committee. The committee held a public hearing on March 17, 1992. The committee recommended that the Senate pass it with changes. On March 19, 1992 the Senate voted to pass it with changes on a voice vote. On April 2, 1992 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on April 9, 1992 — the final check of the text before it goes to the governor. It became law without the governor's signature, as Chapter 95. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
