The Story
It was introduced on January 8, 1992 and referred to the House Commerce, Small Business and Consumer Affairs committee. The committee held a public hearing on January 16, 1992. The majority of the committee recommended that the House pass it with changes unanimously, 13–0, and the report was placed on the consent calendar. On February 6, 1992 the House voted to pass it with changes. It crossed to the Senate on February 20, 1992 and was referred to the Senate Judiciary committee. The Senate withdrew that referral and sent the bill to the Banks committee instead. The committee held a public hearing on March 17, 1992. The committee recommended that the Senate pass it. On March 19, 1992 the Senate voted to pass it on a voice vote. The bill was enrolled on March 26, 1992 — the final check of the text before it goes to the governor. The governor signed it on April 3, 1992, making it Chapter 27 of the session laws. It took effect on January 1, 1993.
