It crossed to the Senate on February 20, 1992 and was referred to the Senate Public Affairs committee. The committee held a public hearing on March 31, 1992. The committee recommended that the Senate study it after the session ends. On April 7, 1992 the Senate voted to lay it on the table on a voice vote.
