The Story
It was introduced on January 8, 1992 and referred to the House Environment and Agriculture committee. The committee held a public hearing on January 15, 1992. The majority of the committee recommended that the House pass it with changes unanimously, 14–0, and the report was placed on the consent calendar. On February 19, 1992 the House voted to pass it with changes, then referred it on to the House Appropriations committee. On February 19, 1992 the House adopted “Suspend Rules for hearing”, on a motion by Rep. Hager. The committee held a public hearing on February 20, 1992. The majority of the committee recommended that the House pass it with changes unanimously, 18–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on March 3, 1992. On March 3, 1992 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 4, 1992 and was referred to the Senate Public Affairs committee. The committee held a public hearing on April 16, 1992. The committee recommended that the Senate pass it. On April 21, 1992 the Senate voted to kill it.
