It crossed to the Senate on March 5, 1992 and was referred to the Senate Finance committee. The committee held a public hearing on March 11, 1992. The committee recommended that the Senate pass it with changes. On March 26, 1992 the Senate voted to pass it with changes on a roll call 19–4. On April 16, 1992 the House voted to reject the other chamber's changes on a voice vote. On April 16, 1992 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. On May 6, 1992 the House adopted “Special Order to later in day” on a voice vote. On May 6, 1992 the Senate adopted “Suspend Rules for 3rd reading”, on a motion by Sen. Hough. On May 6, 1992 the Senate adopted “Conference Committee Report” on a roll call 16–6. On May 7, 1992 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. On June 17, 1992 the Senate voted 17–6 to override the governor's veto on a roll call, meeting the two thirds threshold.
