The Story

The committee recommended that the Senate pass it. On February 12, 1991 the Senate voted to adopt it on a voice vote. It crossed to the House on March 26, 1991 and was referred to the House Health, Human Services and Elderly Affairs committee. The majority of the committee recommended that the House pass it by a vote of 17–1. On April 30, 1991 the House voted to adopt it on a voice vote.
