The Story
It was introduced on January 3, 1991 and referred to the Senate Executive Departments committee. The committee held a public hearing on February 19, 1991. The committee recommended that the Senate pass it. On February 21, 1991 the Senate voted to pass it on a voice vote. It crossed to the House on March 26, 1991 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 17, 1991. The majority of the committee recommended that the House pass it with changes by a vote of 13–2. On May 14, 1991 the House voted to pass it with changes on a voice vote. On May 16, 1991 the Senate voted to reject the other chamber's changes on a voice vote. On May 21, 1991 the House adopted “Accede to Request for Committee of Conference” on a voice vote. On June 12, 1991 the House voted to lay it on the table on a voice vote. On June 13, 1991 the House adopted “Conference Committee Report” on a voice vote. On June 20, 1991 the Senate adopted “Conference Committee Report”. The bill was enrolled on June 26, 1991 — the final check of the text before it goes to the governor. The governor signed it on July 2, 1991, making it Chapter 384 of the session laws. It took effect on January 1, 1992.
