The Story
It was introduced on January 3, 1991 and referred to the Senate Judiciary committee. The committee held a public hearing on February 6, 1991. The committee recommended that the Senate pass it. On February 12, 1991 the Senate voted to pass it on a voice vote. It crossed to the House on March 26, 1991 and was referred to the House Children, Youth and Juvenile Justice committee. The committee held a public hearing on April 17, 1991. The majority of the committee recommended that the House pass it unanimously, 14–0, and the report was placed on the consent calendar. On May 9, 1991 the House voted to pass it. The bill was enrolled on May 16, 1991 — the final check of the text before it goes to the governor. The governor signed it on May 27, 1991, making it Chapter 183 of the session laws. It took effect on January 1, 1992.
