The Story
It was introduced on January 3, 1991 and referred to the Senate Banks committee. The committee held a public hearing on February 7, 1991. The committee recommended that the Senate pass it with changes. On February 13, 1991 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 26, 1991 and was referred to the House Commerce, Small Business and Consumer Affairs committee. The committee held a public hearing on April 17, 1991. The majority of the committee recommended that the House pass it unanimously, 14–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 14, 1991. On May 14, 1991 the House adopted “Special Order to 05/16/1991” on a voice vote. On May 16, 1991 the House voted to pass it with changes on a voice vote. On May 21, 1991 the Senate voted to agree to the other chamber's changes on a voice vote. An enrolled bill amendment () was adopted on a voice vote on June 20, 1991. These correct technical errors found after passage. The bill was enrolled on June 26, 1991 — the final check of the text before it goes to the governor. The governor signed it on July 2, 1991, making it Chapter 383 of the session laws. It took effect on August 31, 1991.
