The Story
It was introduced on January 3, 1991 and referred to the Senate Judiciary committee. The committee held a public hearing on February 6, 1991. The committee recommended that the Senate pass it. On February 12, 1991 the Senate voted to pass it on a voice vote. It crossed to the House on March 26, 1991 and was referred to the House Commerce, Small Business and Consumer Affairs committee. The House withdrew that referral and sent the bill to the Judiciary committee instead. The committee held a public hearing on April 16, 1991. The majority of the committee recommended that the House pass it by a vote of 16–1, and the report was placed on the consent calendar. On April 30, 1991 the House voted to pass it. The bill was enrolled on May 7, 1991 — the final check of the text before it goes to the governor. The governor signed it on May 14, 1991, making it Chapter 120 of the session laws. It took effect on July 13, 1991.
