The Story
It was introduced on January 3, 1991 and referred to the Senate Capital Budget committee. The committee held a public hearing on February 7, 1991. The committee recommended that the Senate pass it with changes. On February 12, 1991 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 26, 1991 and was referred to the House Appropriations committee. The House withdrew that referral and sent the bill to the Public Works committee instead. The committee held a public hearing on April 17, 1991. The majority of the committee recommended that the House pass it unanimously, 13–0. On April 30, 1991 the House voted to pass it on a voice vote, then referred it on to the House Appropriations committee. On April 30, 1991 the House adopted “Suspend Rules for hearing”, on a motion by Rep. Gross, Chambers & Hager. The committee held a public hearing on May 2, 1991. The majority of the committee recommended that the House pass it unanimously, 18–0. On May 14, 1991 the House voted to pass it on a voice vote. The bill was enrolled on May 21, 1991 — the final check of the text before it goes to the governor. The governor signed it on May 27, 1991, making it Chapter 177 of the session laws. It took effect on May 27, 1991.
