The Story
It was introduced on January 3, 1991 and referred to the Senate Transportation committee. The committee held a public hearing on February 6, 1991. The committee recommended that the Senate pass it with changes. On March 14, 1991 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 26, 1991 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 10, 1991. The majority of the committee recommended that the House pass it unanimously, 15–0, and the report was placed on the consent calendar. On May 14, 1991 the House voted to pass it. The bill was enrolled on May 28, 1991 — the final check of the text before it goes to the governor. The governor signed it on June 10, 1991, making it Chapter 256 of the session laws. It took effect on August 9, 1991.
