The Story

It was introduced on January 3, 1991 and referred to the Senate Judiciary committee. The committee held a public hearing on January 30, 1991. The committee recommended that the Senate pass it with changes. On February 13, 1991 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 26, 1991 and was referred to the House Commerce, Small Business and Consumer Affairs committee. The committee held a public hearing on April 16, 1991. The majority of the committee recommended that the House pass it with changes unanimously, 12–0, and the report was placed on the consent calendar. On May 14, 1991 the House voted to pass it with changes. On May 16, 1991 the Senate voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 5, 1991 — the final check of the text before it goes to the governor. The governor signed it on June 10, 1991, making it Chapter 261 of the session laws. It took effect on January 1, 1992.
