The Story
It was introduced on January 3, 1991 and referred to the Senate Transportation committee. The committee held a public hearing on February 20, 1991. The committee recommended that the Senate pass it with changes. On March 14, 1991 the Senate voted to pass it with changes on a voice vote. It crossed to the House on April 2, 1991 and was referred to the House Appropriations committee. The committee held a public hearing on April 10, 1991. The House withdrew that referral and sent the bill to the Judiciary committee instead. The committee held a public hearing on April 30, 1991. The majority of the committee recommended that the House pass it with changes by a vote of 17–2, and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 9, 1991. On May 9, 1991 the House voted to pass it with changes on a voice vote. On May 14, 1991 the Senate voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 21, 1991 — the final check of the text before it goes to the governor. The governor signed it on May 28, 1991, making it Chapter 201 of the session laws. It took effect on May 28, 1991.
