The Story

It was introduced on January 3, 1991 and referred to the Senate Capital Budget committee. The committee held a public hearing on January 23, 1991. The committee recommended that the Senate pass it with changes. On March 28, 1991 the Senate voted to pass it with changes on a voice vote. It crossed to the House on April 2, 1991 and was referred to the House Public Works committee. The committee held a public hearing on April 16, 1991. The majority of the committee recommended that the House pass it unanimously, 17–0. On April 30, 1991 the House voted to pass it on a voice vote, then referred it on to the House Appropriations committee. On April 30, 1991 the House adopted “Suspend Rules for hearing”, on a motion by Rep. Gross, Chambers & Hager. The committee held a public hearing on May 2, 1991. The majority of the committee recommended that the House pass it by a vote of 19–1. On May 14, 1991 the House voted to pass it on a voice vote. An enrolled bill amendment () was adopted on a voice vote on May 28, 1991. These correct technical errors found after passage. The bill was enrolled on June 5, 1991 — the final check of the text before it goes to the governor. The governor signed it on June 10, 1991, making it Chapter 255 of the session laws. It took effect on July 1, 1991.
