The Story
It was introduced on January 3, 1991 and referred to the Senate Executive Departments committee. The committee held a public hearing on January 29, 1991. The committee recommended that the Senate pass it with changes. On March 7, 1991 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 26, 1991 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 10, 1991. The majority of the committee recommended that the House pass it unanimously, 15–0, and the report was placed on the consent calendar. On April 30, 1991 the House voted to pass it. The bill was enrolled on May 7, 1991 — the final check of the text before it goes to the governor. The governor signed it on May 14, 1991, making it Chapter 119 of the session laws. It took effect on July 13, 1991.
