The Story

It was introduced on January 3, 1991 and referred to the Senate Education committee. The committee held a public hearing on February 19, 1991. The majority of the committee recommended that the Senate study it after the session ends. On February 21, 1991 the Senate voted to study it after the session ends on a voice vote. On March 5, 1991 the Senate adopted “Recommit” on a voice vote. The committee recommended that the Senate pass it with changes. On March 14, 1991 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 26, 1991 and was referred to the House Education committee. The committee held a public hearing on April 23, 1991. The committee held a work session on May 7, 1991. The majority of the committee recommended that the House pass it with changes unanimously, 14–0. On May 14, 1991 the House voted to pass it with changes on a voice vote. On May 16, 1991 the Senate voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 12, 1991 — the final check of the text before it goes to the governor. The governor signed it on June 20, 1991, making it Chapter 298 of the session laws. It took effect on August 19, 1991.
