The Story

It was introduced on January 3, 1991 and referred to the Senate Transportation committee. The committee held a public hearing on March 13, 1991. The committee recommended that the Senate make no recommendation. On March 21, 1991 the Senate voted to pass it on a voice vote. It crossed to the House on March 26, 1991 and was referred to the House Public Works committee. The committee held a public hearing on May 1, 1991. The majority of the committee recommended that the House pass it with changes by a vote of 12–1, and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 14, 1991. On May 14, 1991 the House adopted “Special Order to 05/16/1991” on a voice vote. On May 16, 1991 the House voted to pass it with changes on a voice vote. On May 21, 1991 the Senate voted to reject the other chamber's changes on a voice vote.
