- Subject: Transportation and Highways

The Story
It was introduced on January 3, 1991 and referred to the Senate Transportation committee. The committee held a public hearing on March 13, 1991. The committee recommended that the Senate pass it with changes. On March 26, 1991 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 26, 1991 and was referred to the House Transportation committee. The committee held a public hearing on April 10, 1991. The majority of the committee recommended that the House pass it with changes by a vote of 12–3. On April 30, 1991 the House voted to pass it with changes on a voice vote. On May 2, 1991 the Senate voted to agree to the other chamber's changes on a voice vote. An enrolled bill amendment () was adopted on a voice vote on May 14, 1991. These correct technical errors found after passage. The bill was enrolled on May 21, 1991 — the final check of the text before it goes to the governor. The governor signed it on May 27, 1991, making it Chapter 191 of the session laws. It took effect on July 26, 1991.
