The Story

It was introduced on January 3, 1991 and referred to the Senate Insurance committee. The committee held a public hearing on February 13, 1991. The committee recommended that the Senate study it after the session ends. On March 19, 1991 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 26, 1991 and was referred to the House Commerce, Small Business and Consumer Affairs committee. The committee held a public hearing on April 18, 1991. The majority of the committee recommended that the House kill it by a vote of 13–1. On May 9, 1991 the House voted to kill it on a voice vote.
