The Story
It was introduced on January 3, 1991 and referred to the Senate Internal Affairs committee. The committee held a public hearing on February 7, 1991. The committee recommended that the Senate pass it. On February 13, 1991 the Senate voted to pass it on a voice vote. It crossed to the House on March 26, 1991 and was referred to the House Science, Technology and Energy committee. The committee held a public hearing on April 10, 1991. The House withdrew that referral and sent the bill to the Executive Departments and Administration committee instead. The committee held a public hearing on April 23, 1991. On May 9, 1991 the House adopted “Suspend Rules for report deadline”, on a motion by Rep. Gerald Ward. The majority of the committee recommended that the House pass it with changes by a vote of 14–3. On May 21, 1991 the House voted to pass it with changes on a voice vote. On May 21, 1991 the Senate voted to reject the other chamber's changes on a voice vote. On May 29, 1991 the House adopted “Accede to Request for Committee of Conference” on a voice vote. On June 12, 1991 the House adopted “Suspend Rules for nongermane am”, on a motion by Rep. Gerald Ward. On June 12, 1991 the House voted to adopt it on a voice vote. On June 12, 1991 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 13, 1991 — the final check of the text before it goes to the governor. The governor signed it on June 28, 1991, making it Chapter 346 of the session laws. It took effect on June 28, 1991.
