The Story

It was introduced on January 3, 1991 and referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on February 14, 1991. The committee recommended that the Senate pass it with changes. On March 14, 1991 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 26, 1991 and was referred to the House Labor, Industrial and Rehabilitative Services committee. The committee held a public hearing on April 18, 1991. The committee held work sessions on April 24, 1991 and May 1, 1991. The majority recommended that the House pass it, and the minority recommended that the House send it back to committee, by a vote of 11–3. On May 14, 1991 the House voted to pass it on a voice vote. The bill was enrolled on May 28, 1991 — the final check of the text before it goes to the governor. The governor signed it on June 10, 1991, making it Chapter 274 of the session laws. It took effect on January 1, 1992. The bill was enrolled on June 11, 1991 — the final check of the text before it goes to the governor.
