The Story

It was introduced on January 3, 1991 and referred to the Senate Public Affairs committee. The committee held a public hearing on February 7, 1991. The committee recommended that the Senate pass it. On March 5, 1991 the Senate voted to pass it on a voice vote. It crossed to the House on March 26, 1991 and was referred to the House State Institutions and Housing committee. The committee held a public hearing on April 17, 1991. The majority of the committee recommended that the House kill it unanimously, 10–0, and the report was placed on the consent calendar. On April 23, 1991 the House voted to kill it.
