The Story

It was introduced on January 3, 1991 and referred to the Senate Transportation committee. The committee held a public hearing on March 6, 1991. The committee recommended that the Senate pass it with changes. On March 26, 1991 the Senate voted to lay it on the table on a voice vote. On April 16, 1991 the Senate voted to lay it on the table on a voice vote. On June 12, 1991 the Senate adopted “Take from Table” on a voice vote. On June 12, 1991 the Senate voted to pass it with changes on a voice vote. It crossed to the House on June 12, 1991 and was referred to the House Municipal and County Government committee. The committee held a public hearing on June 17, 1991. The majority of the committee recommended that the House pass it by a vote of 12–1. On June 20, 1991 the House voted to pass it on a voice vote. The bill was enrolled on June 26, 1991 — the final check of the text before it goes to the governor. The governor signed it on July 2, 1991, making it Chapter 385 of the session laws. It took effect on January 1, 1992.
