SB 140-FN (1991)
establishing a committee to study rate setting for certain services, placements, and programs.
- Status: Vetoed, override failed
- Term: 1991-1992
- House committee: Children, Youth and Juvenile Justice
- Senate committee: Public Institutions, Health and Human Services
- Subject: Study Committees and Commissions
The Story
It was introduced on January 3, 1991 and referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on February 6, 1991. The committee recommended that the Senate pass it with changes. On February 21, 1991 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 26, 1991 and was referred to the House Children, Youth and Juvenile Justice committee. The committee held a public hearing on April 17, 1991. The committee held a work session on April 23, 1991. The majority of the committee recommended that the House pass it with changes unanimously, 15–0, and the report was placed on the consent calendar. On May 14, 1991 the House voted to pass it with changes. On May 21, 1991 the Senate voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 28, 1991 — the final check of the text before it goes to the governor. The governor vetoed it on June 10, 1991. The legislature can override a veto with a two-thirds vote in both chambers. On June 26, 1991 the Senate voted 12–12 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
