The Story
It was introduced on January 3, 1991 and referred to the Senate Environment committee. The committee held a public hearing on February 6, 1991. The committee recommended that the Senate pass it with changes. On March 19, 1991 the Senate voted to pass it with changes, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On March 28, 1991 the Senate voted to pass it on a voice vote. It crossed to the House on April 2, 1991 and was referred to the House Resources, Recreation and Development committee. The committee held public hearings on April 10, 1991 and April 17, 1991. The committee held work sessions on April 23, 1991 and May 1, 1991. The majority of the committee recommended that the House pass it with changes by a vote of 12–1. On May 14, 1991 the House voted to pass it with changes on a voice vote. On May 21, 1991 the Senate voted to agree to the other chamber's changes on a voice vote.
