The Story

It was introduced on January 3, 1991 and referred to the Senate Capital Budget committee. The committee held a public hearing on February 7, 1991. The committee recommended that the Senate pass it with changes. On March 28, 1991 the Senate voted to pass it with changes on a voice vote. It crossed to the House on April 2, 1991 and was referred to the House Public Works committee. The committee held a public hearing on April 17, 1991. The majority of the committee recommended that the House kill it unanimously, 17–0. On April 30, 1991 the House voted to kill it on a voice vote.
