It was introduced on January 3, 1991 and referred to the Senate Public Affairs committee. The committee held a public hearing on January 31, 1991. The committee recommended that the Senate kill it. On March 21, 1991 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 26, 1991 and was referred to the House Municipal and County Government committee. The committee held a public hearing on April 24, 1991. The majority of the committee recommended that the House pass it with changes by a vote of 13–1, and the report was placed on the consent calendar.
