On April 30, 1991 the House adopted “Suspend Rules for hearing”, on a motion by Rep. Gross, Chambers & Hager. The committee held a public hearing on May 2, 1991. The majority of the committee recommended that the House pass it unanimously, 19–0. On May 14, 1991 the House voted to pass it on a voice vote. The bill was enrolled on May 28, 1991 — the final check of the text before it goes to the governor. The governor signed it on June 10, 1991, making it Chapter 258 of the session laws. It took effect on June 10, 1991. The bill was enrolled on June 11, 1991 — the final check of the text before it goes to the governor.
