The committee held a work session on May 1, 1991. The majority of the committee recommended that the House pass it by a vote of 12–2, and the report was placed on the consent calendar. On May 14, 1991 the House voted to pass it. An enrolled bill amendment () was adopted on a voice vote on May 28, 1991. These correct technical errors found after passage.
