The Story
It was introduced on January 3, 1991 and referred to the Senate Ways and Means committee. The committee held a public hearing on January 31, 1991. The committee recommended that the Senate pass it with changes. On February 13, 1991 the Senate voted to pass it with changes on a voice vote. It crossed to the House on March 26, 1991 and was referred to the House Regulated Revenues committee. The committee held a public hearing on April 16, 1991. The majority of the committee recommended that the House pass it with changes unanimously, 17–0. On April 23, 1991 the House voted to pass it with changes on a voice vote. On April 25, 1991 the Senate voted to reject the other chamber's changes on a voice vote. On April 30, 1991 the House adopted “Accede to Request for Committee of Conference” on a voice vote. On May 9, 1991 the House adopted “Conference Committee Report” on a voice vote. On May 9, 1991 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on May 9, 1991 — the final check of the text before it goes to the governor. The governor signed it on May 13, 1991, making it Chapter 68 of the session laws. It took effect on May 13, 1991.
