It was introduced on February 5, 1991 and referred to the House State-Federal Relations committee. The committee held a public hearing on February 27, 1991. The majority of the committee recommended that the House pass it unanimously, 13–0, and the report was placed on the consent calendar. On March 19, 1991 the House voted to adopt it. It crossed to the Senate on March 28, 1991 and was referred to the Senate Wildlife and Recreation committee. The committee held public hearings on May 2, 1991 and May 15, 1991. The committee recommended that the Senate pass it with changes. On May 16, 1991 the Senate voted to adopt it on a voice vote. On May 21, 1991 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 5, 1991 — the final check of the text before it goes to the governor. The governor signed it on June 10, 1991, making it Chapter 278 of the session laws.
